高鐵台南站聯外道路植栽幾乎全部死亡 議員要求究責

高鐵台南站開闢完成通車後，全長1.2公里的聯外道路所種植的218株台東石楠，卻僅存活6株，包商亦宣布停業，留下爛攤子讓發包的仁德區公所束手無策。市議員陳文科、洪玉鳳、蔡淑惠及杜素吟26日特召開記者會，要求工務局協助善後，並追究包商責任，對不良建築師也要防範他們未來參與公共工程。
陳文科議員指出，高鐵台南站聯外生活圈道路，從中洲至高雄湖內段兩側所栽種的218株台東石楠，在100年10月完工後，竟然全部死亡，僅殘留光禿禿的樹幹非常難看，經其深入瞭解，才發現該筆植栽總經費250萬元，建築師指定種植台東石楠，且規格必須是10公分高度，每株價格4178多元，若再包含挖穴種植，每株總價6634元，但該批台東石楠死亡後，包商卻買不到同種規格的樹種，最後放棄被扣除的撫育金而宣布停業。
洪玉鳳議員表示，高鐵聯外道路是台南市門面，現在兩旁的行道樹光禿禿，更凸顯營建署耗費4億多元補助開闢的該條道路品質也是離離落落，道路路面高低起伏落差大，還在去年重新刨除鋪設，此案建築師指定樹種規格卻養不活，明顯是幫相關業者消化庫存，她建議市府追究廠商責任的立場要硬起來。
蔡淑惠議員則質疑該案負責發包的仁德區公所也有行政疏失，何以台東石楠很明顯沒存活，區公所卻還等待2期的撫育期，整整拖了1年時間，錯過向包商追討時間，且300多萬元的植栽工程款卻僅留存60幾萬元的撫育金，且無保證廠商，她也要求市府追查包商負責人是否還有其他公司也在承攬市府工程？
杜素吟議員說，市府未來發包類似工程，應檢討樹種的普遍性，以及承包廠商的體質，類似案件未來不能再發生，而為避免台南市的門面難看，工務局必須先拆除那些已死亡的台東石楠枯枝。
