內閣人事異動，除了外界矚目國防部長，原僑委會委員長吳英毅也確定去職，由行院院政務委員陳士魁轉任。由於過去曾傳出國民黨有意找陳士魁投入明年宜蘭縣長選戰，如今這樣調度，幾乎確定陳士魁將繼續留在中央。
台大政治系、美國北伊利諾大學公共行政研究所畢業的陳士魁，過去還是高考僑務行政類科榜首，民國65年進入僑務委員會擔任五等科員，這次接掌僑委會，對他來說有回娘家的感覺。
陳士魁過去還任台北市副祕書長、中華紅十字會總會秘書長、體委會副主委、行政院秘書長等職，經歷相當完整。
此外，陳士魁過去也曾自爆，自己跟第一夫人周美青相當熟識，過去在敦安基金會、奧會、紅十字會等非政府組織服務，都跟周美青有過接觸，私底下還叫她「周老師」。
未來接掌僑委會，陳士魁將負責處理海外廣大僑民相關事務，不過近年來對岸小動作不斷，常常出現打壓我海外僑社的情形，另外海外所得課稅改革、僑民護照資格變更，也是他上任後需要面對的難題。
至於原僑委會委員長吳英毅，近5年任期爭議不斷，除了被立委批評1年有三分之二時間都在海外，從來不寫書面報告外，也有人檢視他在民國99年赴法參加「世界台灣商會聯合總會」理監事會議行程，裡頭12天有11天都在玩樂。
面對人事調整，吳英毅第一時間受訪還不知情，他認為自己做的相當好，任內處理很多事務，最後還反問是否「聽錯訊息」。
