兩岸服務貿易協議引發出現投資移民、國家安全爭議，移民署長謝立功指出，大陸經貿專業人士入境資格、投資金額、來台人數、停留期間及證件有效期都有限制，並無放寬移民條件，不會出現大陸投資移民，影響國安。
