馬：核四是議題不是前提

馬英九總統今率團出訪南美洲和加勒比海友邦，仍關心國內政局發展。對於前民進黨主席蔡英文拋出的朝野領袖會談須先停建核四主張，馬總統在專機上首度親自回應說：「核四是議題，不是朝野會談前提。」

馬總統表明立場說：「若不預設條件，什麼都可談。」馬也進一步說，如果大家見面前都要談前提，可能不易達成會面。
