香港媒體報導，大陸國防部官員認為美國對台軍售為中美軍事關係發展障礙之一，因此希望以調整軍事部署，期盼換美國停止對台軍售。對此，我國國防部表示，美國對台軍售絕非大陸與美國關係發展的障礙，中方應該務實看待這個問題。
根據香港中通社、鳳凰衛視等媒體21日報導，大陸國防部外事辦公室主任關友飛表示，大陸國防部長常萬全19日訪美時，美國國防部長黑格（Chuck Hagel）和白宮國家安全顧問萊斯（Susan Rice）會晤時，向美方提出，若美國能停止對台軍售，中方可考慮調整軍事部署，不過未獲得美方回應。
針對媒體報導，中華民國國防部發言人羅紹和表示，「政府會透過管道瞭解實際狀況，他說，美國對台軍售絕非中共與美國關係發展的障礙，中共應該務實看待這個問題。」
羅紹和強調，國防部相信美國將續依《台灣關係法》及對台「六項保證」的承諾，協助台灣提升自我防衛能力，共同承擔維護區域和平安全的責任。
1982年，美國雷根總統與大陸簽署「817公報」，不過時任美國在台協會(AIT)主席李潔明（James Lilley）晉見蔣經國總統時，代表雷根口頭陳述關於美國對台政策的六項保證，包括：
未同意設定停止軍售中華民國的日期；
未同意就軍售中華民國一事先與中華人民共和國進行協商；
不會在中華人民共和國與中華民國之間擔任斡旋的角色；
不會修訂《台灣關係法》；
未改變美國對於台灣「主權」（sovereignty）的立場；
不會迫使中華民國與中華人民共和國進行談判。
