請問現在網路寄廣告信，是否有違法？

公司是印刷設計和文具零售業，想替公司增加一些業績，
所以想依網路上各公司網站所公開的E-MAIL，
寄EDM給承辦人參考，同一間公司只會寄一次，
並不會重複一直寄，內容大概是【名片設計+印刷200元和文具65折】，
但聽說個資法有規定不能寄廣告信，
所以想請問如果我這樣寄的行為，有違法嗎？謝謝！
