想問一下常上知識+的朋友，分類板主的功能？

最近大家知道知識+，多了一個分類板主的選項，說是奇摩精挑細選的。

小弟也常常上知識+協助網友解塔羅牌，而最近有一個自稱命理分類板主寫信給我。

看完這封信，心中就很疑惑...
請問一下「奇摩定律」是什麼？(看完信後我都不知道有這種定律！)
那為什麼要把好的文章提供給他，讓他來發表呢？讓他來發表就可以提昇命裡板的高水準？(分類板主有這種能力嗎?)
